memberr Upsells runs on two different Shopify surfaces. They look similar in screenshots, but timing, payment, and admin setup are not the same.

Configure each surface separately. A Thank You flow does not run on the post-purchase interstitial, and a post-purchase flow does not run on the Thank You page.
